Peran Perencanaan Spasial Kabupaten dalam melindungi Lahan Sawah di Indonesia : Kasus Kabupaten Garut (The Role of Regional Spatial Planning to Protect Paddy Field in Indonesia: A Case Study in Garut Regency)

Abstract

The importance and the need to protect of paddy field has been recognised by Indonesian regulation (Act No 41, 2009), that it has to be implemented in spatial planning (Act No 26, 2007), as a way to avoid further land conversion.  Many Indonesia regencies have been implemented their regional spatial plannings.  This research goal was to find out paddy field characteristics and its possibility to be protected in spatial planning. This research was conducted in Garut Regency, where the local government wanted to protect paddy field in the region. The actual paddy field was interpreted from Ikonos Imagery, 2009 and field observation on July 2010. The paddy map was then overlayed with the current regional spatial planning (2010-2035); and was analysed in relation to its possibility for sustainability. The result shows that paddy fields locate in many different areas range from flat plain, undulating plain to sloping, with number of small size of actual paddy field is higher than small block; as a reflection of environment. In addition, the paddy filed distribute in all subdistricts, that correlate to inhabitant’s distribution; that are dominant in the middle and northern of Garut. From perspective of the Garut Spatial Plan, the paddy area dominant in protection area (33 534 ha, 74%), and less in development/cultivated area (11743 ha, 26 %).  The more detail, it shows that the actual paddy field locate at wetland agriculture area is relatively small (8 583 ha, 10 %), where it has direct relation to be categorised as protected paddy field, as stated in the Act No 41, 2009. The paddy field that currently categorised to class of city settlement (6293 ha, 7%) and rural settlement 10500 ha, 12%) are higher that those directly protected. Other spatial categorizations, where many actual paddy fields are located, indicate that there are less protection for paddy in the spatial planning; although in non wetland agricultural zonation, paddy field is still be possible to be protected. Overall, the role of spatial planning to guarantee of actual paddy field in Garut regency is weak. To protect many actual paddy fields still require futher detail spatial planning where the more actual paddy can be stated as protected paddy field (the complete presentation material,  check and/or download)
